EU law and the European Grids Package: towards the implementation of the principle of solidarity in the Union’s energy policy?
The proposed research aims to examine in depth the key aspects of EU law arising from the recent launch of the legislative process leading to the adoption of the package of measures on European energy networks. The research will focus on three complementary aspects. Firstly, it raises significant institutional issues concerning the role of the ACER agency. Furthermore, it highlights the issue of the vertical division of competences between the EU and Member States, in a field strongly influenced by national and continental strategic interests. Finally, the package includes numerous cross-border regulatory instruments that appear to herald the implementation of the principle of solidarity in EU energy policy. Upon completion of the research, the researcher must have submitted two peer-reviewed publications, in Italian and English, to journals of recognised national and/or European standing.

Mandatory requirement for admission to the selection: italian Laurea Magistrale, or Laurea a Ciclo Unico, or an equivalent degree from foreign Universities, obtained no more than 6 years prior to the application deadline (i.e obtained after 13/10/2020).
